RSE changes from 2 September 2024

You must provide evidence when you apply for an Agreement to Recruit (ATR). The evidence you need is:

  • a copy of the employment agreement you will offer overseas workers showing the required information
Minimum requirements for an RSE worker employment agreement
  • proposed pay deduction details, which need our approval, showing the worker's deductions:
    • comply with relevant New Zealand employment legislation
    • are for a specified purpose and for actual, reasonable, verifiable expenses
    • are no more than those from New Zealanders (in comparable circumstances)
  • accommodation evidence showing:
    • you own the accommodation — if it is in Hawke’s Bay or the Bay of Plenty it needs to show the purchase date, or
    • the accommodation meets requirements, if you do not own it, for example a rental agreement or similar, booking information, or council consent information (if it was purpose-built for horticulture and viticulture workers).
  • copies of contracts for service you hold with third parties — if required in your application
  • a signed letter of guarantee saying you will pay a fixed amount of repatriation costs to us if a worker breaks their visa conditions and must be sent home.
