G4.15 Offer of employment (01/11/1999)
must be awarded 5 points for an offer of employment in New Zealand if that offer is:
- for ongoing employment (see G4.15.15 below) with a single employer, or
- for one or more contracts totalling at least 6 months, if the principal applicant has obtained points for work experience for at least two years of contract work, or would be eligible to be awarded points for such work experience but did not claim them.
- Points may be awarded for an offer of employment only if the offer is:
- for full-time employment, and
- current at the time of assessing the application and at the time of issue of the visa or grant of the permit (see G4.30), and
- genuine, and
- for a position that is paid by salary or wages (positions of self-employment, payment by commission and/or retainer are not acceptable), and
- accompanied by evidence of full or provisional registration, if full or provisional registration is required by law to take up the offer.
- If the original job offer has been replaced by another, the new offer must be checked against the relevant policy criteria as if it were the first offer.
G4.15.1 Principal applicants who do not have registration
- This subsection applies to principal applicants who:
- claim points for a qualification that is required for employment in one of the occupations listed in G2.30, and
- do not have registration, and
- are not exempted under G2.30.5(b)(iii) from the requirement to obtain registration.
- Such principal applicants must provide evidence of an offer of employment in an occupation that:
- does not require registration, and
- is assessed as relevant to the qualification for which points are claimed.
G4.15.5 Relevance of qualification to job offer
An offer of employment is assessed as relevant to a qualification if:
- the qualification is an important factor in the principal applicant's ability to obtain employment or continue or advance in the employment offered; or
- the offered employment is part of a career path that has advanced progressively from the qualification for which points have been awarded.
G4.15.10 Assessing relevance to qualification
Officers should assess whether an offer of employment is relevant to the qualification for which a principal applicant has obtained points, by taking into account evidence about:
- whether the qualification is a requirement for the employment;
- whether the employer considers that the qualification provides evidence of a level of education required to undertake the work;
- whether the knowledge acquired through the qualification will be directly used in the employment.
G4.15.15 Definition of 'ongoing employment'
Employment is ongoing if it is:
- permanent, or
- indefinite, or
- for a stated term of at least 12 months with an option for the employee of further terms.
G4.15.20 Definition of 'full-time employment'
Employment is full-time if it amounts to, on average, at least 30 hours per week.
