Masters and Mates qualifications

Certificate of Competency as a Second Mate of Foreign-going ship, or as a First Mate of Foreign-going ship, or as a Master of Foreign-going ship, from a country listed below is assessed as occupying Category C Level 6 of the Qualifications Table and will therefore be awarded 10 points.

Applicants who wish to claim more points for a Certificate of Competency, or claim points for a Certificate of Competency that is not listed, should obtain a Qualifications Assessment Report from the NZQA.

Marine Engineering Qualifications

Certificates of Competency as a Marine Engineer from the following listed countries are assessed as follows:

Certificate of Competency as a Marine Engineer Class 3

A Certificate of Competency as a Marine Engineer Class 3 is assessed as occupying Category D Level 5 of the Qualifications Table and will therefore be awarded 11 points.

Certificate of Competency as a Marine Engineer Class 2 and 1

Despite the fact that Certificates of Competency Class 2 and 1 are higher qualifications than the Certificate of Competency as a Marine Engineer Class 3 these qualifications will be awarded 10 points only, as they do not meet the criteria for inclusion in Category D and are therefore classified as Category C Level 5 or 6.

As maritime Certificates of Competency at a lower grade (Class 3) must be surrendered before a higher level certificate will be issued, marine engineers holding the higher grade certificates have difficulty claiming points for the lower graded and classified qualification.

To avoid disadvantaging marine engineers, holders of Certificates of Competency as a Marine Engineer Class 2 or Class 1 will be deemed to be the holders of a Certificate of Competency as a Marine Engineer Class 3 and may claim 11 points for this qualification if they provide clear evidence of having held, and worked in, a position appropriate to the lower graded certificate. This evidence may include, but is not limited to, certificates of service and seamans’ discharge certificates.

In the absence of this evidence Certificates of Competency as a Marine Engineer Class 2 or Class 1 will be assessed as occupying Category C Level 5 or Level 6 of the Qualifications Table and will therefore be awarded 10 points.

Applicants who wish to claim more points for their marine qualifications, or claim points for a marine qualification that is not listed, should obtain a Qualifications Assessment Report from the NZQA.
