Y2.40 Memorandum of understanding with airline carriers

  1. A Memorandum of Understanding (MOU) exists between Immigration New Zealand (INZ) and certain airlines. The MOU:
    1. records an agreed approach to border responsibilities between the parties; and
    2. clearly assigns responsibilities in developing and implementing best practices to minimise the number of breaches of airlines’ legislative responsibilities; and
    3. focuses on the level of airline infringements and their associated causes.
  2. If it is necessary to formally review the passenger check-in and processing procedures at a particular airport, the consent of the airline concerned must be obtained.
  3. Despite the existence of the MOU, INZ reserves the right to take appropriate action against carriers utilising any appropriate enforcement tools in order to encourage compliance, including prosecution.
