E2.55 Restriction on the grant of visas, to Robert Mugabe, President of Zimbabwe, and his close associates (29/11/2010)
- Ordinarily, none of the persons named on the list held at Appendix 5 of immigration instructions may be granted a visa and entry permission (including a transit visa).
- Appendix 5 contains persons who:
- have acted in, or are acting in the role specified; or
- are, or have been, close associates of Robert Mugabe, President of Zimbabwe.
- Student visas may not be granted to Zimbabwean citizens who are:
- aged 18 and over at the date their application is determined; and
- the children of persons named on the list held at Appendix 5 of immigration instructions.
- Notwithstanding (a), (b) and (c) above, where special circumstances exist (supported by cogent and reliable evidence) INZ may nonetheless grant a visa and entry permission to such a person.
- The decision to grant a visa under (c) is limited to immigration officers with Schedule 1-3 delegations (see A15.5).
