E2.55 Restriction on the grant of visas, to Robert Mugabe, President of Zimbabwe, and his wife (28/07/2014)

1. Ordinarily, Robert Mugabe, President of Zimbabwe, and his wife, Grace may not be granted a visa (including a transit visa) or entry permission.
2. Student visas may not be granted to the adult children of Robert or Grace Mugabe.
3. Notwithstanding (a) and (b) above, where special circumstances exist (supported by cogent and reliable evidence) INZ may nonetheless grant a visa and entry permission to such a person.
4. The decision to grant a visa under (c) is limited to immigration officers with Schedule 1-3 delegations (see A15.5).
