E2.23 Zimbabwe nationals temporarily in New Zealand (01/04/2004)
  1. Until the situation in Zimbabwe stabilises, Zimbabwe nationals who:
    1. arrived in New Zealand on or before 20 February 2003; and
    2. were in New Zealand on 21 February 2003; and
    3. entered New Zealand on a Zimbabwean passport;

    may apply for and be granted a work permit for twelve months and, where that permit is due to expire, may apply for and be granted a further work permit for 12 months.

  2. Applicants under this policy are not required to produce a job offer.
  3. Any work permits granted under this policy may be endorsed with conditions that allow work for any employer.
  4. Despite W2.10, W2.15 and W2.20, appropriately delegated officers may, on a case by case bases and as applicable, waive the requirements for applicants to provide evidence of any or all of the following:
    1. health;
    2. character;
    3. sufficient funds or sponsorship;
    4. onward travel arrangements.
  5. None of the provisions of this policy apply to applicants, or family members of applicants, who are subject to the travel restriction outlined at E2.24 and S1.36

Note: A Zimbabwe national unlawfully in New Zealand may be eligible to be considered for a temporary permit (including a work permit) under s35A of the Immigration Action (see E8.1).
