C3.1 What is a detainee? (26/07/1999)
A detainee is a person who:
- on arrival in New Zealand has been placed in custody under section 128 or section 128B of the Immigration Act 1987; or
- has been placed in custody to await removal from New Zealand; or
- has otherwise been placed in custody according to law; or
- is imprisoned in a penal institution.
